Empowering Voices, Transforming Communities

Ordinary Citizens' Forum (OCF) is a nationwide grassroots civic and development organization in Uganda. We empower ordinary citizens to participate in governance, improve socio-economic conditions, and achieve better public health.

Founded from years of mobilization by teams including MK Army, Team Chairman, Avengers, Revolutionary Guard, Original Muhoozi, and others, OCF is now affiliated with PLU — the Patriotic League of Uganda. For over five years we've worked with community mobilizers at village level, identifying gaps in civic awareness, weak organization, youth unemployment, low incomes, poor accountability, and limited support for sickle cell anemia.

Mission

To mobilize and empower grassroots communities through civic education, public health awareness, and economic initiatives that improve livelihoods and strengthen accountability.

We operate bottom-up through village, parish, district, and regional structures nationwide. Our programs cover civic education, voter awareness, and leadership training; economic empowerment through SACCOs, seed capital, and financial literacy; sickle cell sensitization, screening, and inclusive education; governance and anti-corruption monitoring; environmental conservation; and youth, culture, and sports development.

Guided by accountability, transparency, integrity, inclusiveness, equity, and community participation, OCF bridges citizens and leadership. We serve rural and urban communities, youth, women, and vulnerable groups.
